I have been running Plex Media Server on a dedicated Debian 9.x server (in a DC) for several months now, not really necessary information to my discussion.
I mostly stream via Chrome directly through the IP address, https://server_ip:32400/
Through the iterations of the several server versions that I have been upgrading through the months I have been keeping up with the changes and saw that the Plex Web Player got upgraded to version 3.20.x around server version 1.8.3. (If I install server version 1.8.1 I still get Plex Web Player 3.14.1).
Irrespective of where I stream from, so if I am on the road over 4G, or at home on Fiber or at a friend's place on ADSL I still get a much better streaming experience on Plex Web Player prior to version 3.20.x (and higher). For instance my stream starts quicker, seeking is quicker and there is NO buffering whatsoever.
As soon as I use https://plex.tv/web (latest desktop version) or upgrade my server to 1.8.3 or higher which includes Plex Web Version 3.20.x, my experience is terrible again (testing on the same connection here and testing a simple stream like Rick and Morty S01E01 on Original Quality 2.8Mbps 720p, so no transcoding).
So, I have yet to debug what the issues actually are, but it seems that the Controls were updated towards version 3.20. If I use 3.14.1 I still get the old controls (no seek forwards 30 seconds, or seek backwards 10 seconds).

With the controls having been updated in version 3.20.x and higher, is it functionality around the controls that potentially deliver a worse experience than the previous player?
