Hello, I noticed when someone is using the web app with Microsoft Edge the transcoder does not follow the server side throttle settings. It will continue to transcode the media until the entire file is transcoded. I mean this isn't too much of an issue, but seems like a lot of wasted server side resources. I can request the user to stop using Edge, he is notorious for pausing and only watching in short bursts or stopping frequently. Just was curious if this was a known issue as it takes a lot of cpu power to fully transcode a movie only to have the stream stopped 20 minutes later.

Edit 2: I tried to stream in the local web app and it throttles correctly. The new web app on app.plex.tv does not follow the transcoder settings.
